Will the student loan interest go up?

I know there are new rate of student loan consolidation coming out in this coming June.
I am wondering what you guys think, the interest is going up or down?

    The past few months id expect the rate it will go down since prime plus something is calculated as prime plus something that something that something is different for every loan with fixed rate aka prime plus something that something is different for every person since prime has dropped like all other.
    The rate aka prime rate it will remain locked as it isnt affected by anything except you not paying.
